Abstract: (Elsevier)

A new expression for the fusion cross section is derived that reconciles results obtained on critical fusion distances by different experimental groups. It is shown that low-energy data are sensitive to the interaction barrier whereas high-energy fusion data sample the interaction potential at much smaller distances. Extensive comparisons of this model with experimental data are given. The need for data over a large energy range is stressed.
