Abstract: (IOP)

An ansatz is proposed for the master equation controlling the time evolution of the occupation indices in a TDHF study of nuclear collective motion. The model is applied to the study of nuclear vibrations and fission. Thermal equilibrium is established only if the relaxation time in the ansatz is of the order of the mean time between two-body collisions in the nucleus.
