We show that Reggeon unitarity is sufficient to determine the Reggeon calculus rules for the one particle inclusive cross section in the triple Regge region. The central result is that only one vertex in each Reggeon diagram does not conserve E = 1 — angular momentum. The rules, which are most easily expressed using Raleigh-Schroedinger perturbation theory, lead to a simple closed expression for the inclusive cross section.- field theory: Regge
