The effect of the Δ -hole excitation in quenching the Gamow-Teller matrix element is investigated using the pion and rho-meson exchange potential. The contributions are found to be smaller than those given by the calculation using the Landau-Migdal type interaction with g ' Δ = 0.6. The difference is found to be due to the choice of g ' Δ . Discussions concerning the validity of the universality g ' N = g ' Δ and the estimate of g ' Δ are given.- NUCLEAR PHYSICS: COLLECTIVE PHENOMENA
