This paper introduces a covariant classical action for a superconducting string and derives the equations of motion for the string and its charge carriers. A formula for the electromagnetic power emitted by the moving string is calculated and is applied in the near-cusp region. The string emits beamed electromagnetic radiation, as well as relativistic particles, from the near-cusp region. A net current along the string can arise from either primordial flux threading the string loop or from a net asymmetry in the quantum number of the charge carriers. The string's motion in an external magnetic field can produce an oscillating current whose amplitude grows secularly. The implications of these results are discussed in the context of current astrophysical motins.
