We derive explicitly the O(α′ 3 ) interactions for the graviton and dilaton in the effective low energy action of type II superstrings. Using this action, the perturbations to a background black hole solution are examined. It is found that the black hole's temperature is decreased, and in the vicinity of the horizon, the effective string scale increases.- SUPERSYMMETRY
