We examine the role that a high energy electron machine might play in revealing the inner structure of both nucleons and nuclei. Our discussion is restricted to inclusive and semi-inclusive measurements in the deep-inelastic region. It examines the relationship of such data to conventional models of hadron structure, the interpretation of sum-rules like those of Ellis and Jaffe and Gottfried, and finally the potential for refinement of our understanding of nuclear structure.
