We discuss the structure of the effective action and the corresponding σ-model ß-functions for the massless and the tachyonic modes of the closed Bose string theory with an emphasis on the issues of covariance and field redefinition ambiguity. It is shown that the leading terms in the effective action which are linear in the tachyonic field can be represented in a local covariant form. We consider the D = 2 critical Bose string theory as a special case.- string model
