We describe the design and performance of a prototype shower maximum detector based on a two-dimensional scintillation hodoscope with a fiber readout for the STAR experiment at RHIC. The main characteristics of the detector, namely, energy response, energy and position resolution, eπ rejection power, and π0γ separation have been measured and calculated for different detector locations (depths) inside an electromagnetic calorimeter, different detector granularities, and various methods of construction.
