A theory of the energy states and the electromagnetic transitions between them is developed for nuclei which do not possess axial symmetry. It is shown that violation of axial symmetry does not significantly change the rotational states of axial nuclei and leads to the appearance of new energy states. The reduced probabilities for E2 and M1 transitions between various rotational states are computed.
