The peak cross section σ 0 of 209 Bi, precisely determined via photon scattering is used to test the relation between the meson magnetic moment σg l meson and the GDR enhancement factor κ ′. The results κ ′ = 0.46±0.05 is consistent with our present knowledge of magnetic moments.
