A model for electro- and photo-pion production is presented which is applicable at threshold and through the first and second resonance regions. It contains the Born terms, the vector mesons p and ω, the delta and the Roper resonances as well as the resonances S 11 , D 13 , S 31 and D 33 . Extensive comparison to experimental data on photo-pion production is presented. The model is shown to describe data qualitatively up to 1 GeV and quantitatively up to 800 MeV. In the detailed comparison with experiment, better agreement is found with data on the proton target than with data on the neutron target.
